Lottery Revenue and Public Schools
In 2003, the National Association of State and Provincial Lotteries reported sales figures for every state, the District of Columbia, and Puerto Rico. Overall, sales in all states and the District of Columbia were down, while those in West Virginia, Florida, and Missouri posted increases. Delaware, however, reported a steep decline, a 6.8% drop. Other states and Puerto Rico saw significant increases, with sales in Delaware, West Virginia, and Puerto Rico up more than 25%.
Lottery revenues diverted away from education programs

While lottery funds are an important source of funding for public schools, they are far too small to meet all of the needs of public schools. So, it’s important to understand how lottery revenue is used and whether it’s actually used for education. Many state officials have defended the practice as a sound fiscal policy. But, what are the implications?
Regressivity of lottery participation among lower-income people
The problem with government-sponsored lotteries is that they often generate disproportionate revenues from lower-income consumers. Prior academic research has produced conflicting results, indicating that they may be regressive or progressive. Further, these levels may vary over time. We use longitudinal lottery sales data from six lottery states to examine this question. Using this data, we find that lottery participation is not regressive among lower-income consumers.
Video lottery games simulate popular casino games
While video lottery games are similar to other gambling options, they are more akin to fantasy than reality. Instead of money, players use tickets to play, and the retailer redeems them for prizes. While many countries have banned lottery betting, some have opened up their markets to certain types of players. In China, for example, the World Cup has become one of the most popular sporting events. Chinese people are now spending more money on sports lotteries than they did a decade ago. The New Jersey Lottery Commission recently announced a motorcycle scratch game prize that is worth over $1 million.
Illinois Lottery
Illinois has made great strides to provide the people of the state with the opportunity to play their favorite games on the internet. In 2012, the state’s Lottery launched its online service and became the first state in the country to offer online lottery ticket sales. Its revenues are earmarked for public education. It has also raised funds for infrastructure projects and other worthy causes. Additionally, it features instant-win games to benefit cancer research and HIV/AIDS. Illinois also makes its winner’s name and city public. However, it does not publish their phone numbers or addresses.
